Can I test Shopify Collective on a development or staging store?
Development, partner, and client transfer stores can't use Shopify Collective, because they can't meet the Shopify Payments requirement. A Plus staging or demo store can be used for testing if it's located in a supported country, uses a supported currency, and has Shopify Payments fully activated.
